Ubuntu is copying packages from Debian and according to https://tracker.debian.org/pkg/flac also Debian has only flac version 1.3.3 (with a note that 1.3.4 is available).
First step for getting 1.3.4 into Ubuntu is an upgrade in Debian.

Remark: The Debian import freeze milestone for Jammy was yesterday, so it is either already too late for jammy or requires a freeze exception.
