On the OS in question: Open a terminal:
sudo apt-get update
sudo apt-get install firefox
Try these two commands.

This doesn't work. I have this problem also booting my computer with live USB with clear system image with Ubuntu 18.04.5. Like I earlier said this is problem with the system. When I use Ubuntu 20.04 I don't have this problem.

My system is clean this is fresh install. I don't know what is problem but I am sure that everyone with Ubuntu 18.04.5 have this problem. Firefox is the newest 85.0.1 version. On older vesion I also had this problem in Ubuntu 18.04.5.

So Cannonical should fix it because I am sure that this is the bug!

What exactly is happening when you start firefox? What is spinning where?

If you open a terminal window and issue the command

firefox

Does firefox start?
Do you see error messages in the terminal window?

My english is not the best but I will try explain you what is the problem.

Firefox start with no errors. No errors is a shown in terminal.

Problem is with spinning with the cursor. When I run firefox cursor is spinning but firefox normally works. This cursor spinning only when I move this cursor on GNOME environment (top of the screen I don't know what is the name of this. This is graphic bar? When I run firefox in this "graphic bar" are shown name of the program (in my case firefox).

On Ubuntu 20.04 my cursor doesn't spinning. Like I said this is problem only with Ubuntu 18.04.5 and Xubuntu 18.04.4 system. So this is the problem with bionic family but on Lubuntu 18.04.4 and 18.04.5 and doesn't have this problem too.

Only I have this problem? Someone can tell me? Why I can't see more answers?

I tried reinstall firefox but this doesn't help. I also deleted files for firex in /home but this also doesn't help. I think that this problem is more complicated. Like I said I have this problem also in live usb system. This is not problem with my computer. This is problem with Ubuntu 18.04.5. I hope that Cannonical read this and will fix it.

It seems that nobody else has that problem.
I do not see such behavior on my Ubuntu 18.04 test system.

Does this spinning cursor hinder using the computer?

This spinning cursor is frustrating because make it difficult of navigation. Like I earlier said this bug is also available on my second machine so I don't believe that other people don't have this bug. My PC's are old. Maybe you didn't notice this because you have fast machine. This cursor is spinning constantly exactly 16 seconds from the start firefox. I noticed today also that this bug is not available when I first run firefox. This bug is available for second run firefox and next runs.

Example in Ubuntu 20.04 my cursor spining only for 4 second for start firefox so this is not normally on my machine so this is why I create this question on the Launchpad.

Do I understand this correctly:
on Ubuntu 20.04 the cursor spinning ends after 4 seconds
on Ubuntu 18.04 the cursor spinning ends after 16 seconds
and after that time everything is normal?

Yes it is normal. Only problem with animation of the cursor. I don't know why it is that.

I think that this behavior with cursor spinning is not normal. Ubuntu 20.04 is not more lightweight system than 18.04 so this is strange but this is not problem with my computer because on other machine after installing xubuntu 18.04 I had this same problem. So this is problem with the system itself. I have old PC so maybe if you have faster machine you can't see that but maybe if you have stopwatch and use it you can notice this.

If someone have information how can I fix this problem I will be apreciate. I report bug on Launchpad and mozilla website but no activity to help with fix this problem. I like Bionic because is more stable than Focal on my machine so this is important for me.

I am sure that other users can have this same bug. You can check this only on Ubuntu 18.04.5 or Xubuntu 18.04.4 (maybe also 18.04.5) systems. Why I think that? I installed this system on two other machines and I have this same problem. Maybe you didn't reproduce this bug because you must do exactly what I wrote. The most important thing is to start firefox for second run or nexts and moved your cursor to the place with date and time (by default in Ubuntu system this is on the top of the screen in the center). If you do this you can reproduce this bug. You should have old machine because if you have modern PC with 4-core or more cores and SSD device maybe you can't noticed this because your PC is fast but I think that maybe your cursor will be busy for more time than for the first run or on Ubuntu 20.04 where I can't notice this bug.

Steps to reproduce bug:

1) Run firefox. This is first run so this bug is not affected. We close firefox due to "X" button on the top.
2) Now we must run firefox for the second time. You simple must click firefox icon on the left to run program. Now you can noticed that circle near name with program on the top is spinning longer and if you moved your cursor to the top of the screen exactly to place when you can see date and time (by default this place is on the top of the screen in the centre) you can noticed that cursor is busy and it's spinning.
3) Now you can close program.
4) If you want start firefox for the third and next times this bug will be available (you can notice this issue).

I also noticed that my cursor is busy when I move my cursor to the top of the screen during use nautilus (GUI method of copying files) so this can be problem with something different in OS. I think that this is not problem with firefox itself.

I think that this issue will be not fixed in bionic. It is very sad that maintainers can't find solution for this problem. I reported this bug three months ago and it still not fixed.

Developers can only fix errors that they can identify.
Up to now apparently it was not possible for the developers to see your problem on their own systems.
You have better chances if you are able to provide a recipe how to duplicate the error ("press this, do that, and you see this instead of that"). As you already wrote yourself, you are not sure which program to use for seeing the problem.

You have right but I think that this bug will be not fixed because I can't make recipe to duplicate this bug. This is the problem with bionic because all other flavors except Lubuntu have this issue. On Focal I don't have issue so this is not hardware problem. Like I said this will be very hard mission for me and I think that this will be mission impossible.

P.S. On bug section you can see that I recorde video with this issue this is all what I can do to community. I am not developer.

I was wrong. Today after update (16 packages) I notice that this bug is gone. I am very happy. Now Bionic is useful in my computer. Now this bug is really solved
