Ubuntu 16.04 not shutting down every time

When I shut down the purple screen appears with a red moving dot, usually after the red dot gets to the third dot the PC shuts down, but sometimes the red dot continues across the screen them restart..... pc does not switch off... I have reset PC and reboot them shut down again.

Could advise please.

you should try turning off the pc manually or maybe there is a background software or there is a design flaw in your pc

This intermitant not shutting down only happens on Ubuntu 16.04 but not on Windows Pro10.

It seams to happen perhaps very 6 - 7 time when shutting down Ubuntu.

I have Noted that when no shut down happens the my Hard Drive shuts down but the PSU Fan and The CPU Fans keeping running.

It has been suggested eslewhere that there could be a process running -

Please advise what the Terminal commands are to access the log when my PC is shutting down.
