I thonk the package that you are looking for is obsolete.
Have you tried downloading dom-inspector as add-on from https://addons.mozilla.org/en-US/firefox/addon/dom-inspector-6622/

Please provide more details about your system and what 'download error' you expericed.

What Ubuntu release are you running, what whersion of firefox?

The package that you are looking was made for Ubuntu dapper - a release that has an end of life date of July 14, 2009 for the desktop version. You cannot expect to receive any further support for that release or a package of that release.

The current version of DOMi on the mozilla pages is 2.0.13. Why do you think that installing version 1.5 makes sense?

Two more comments:

There is another version (slightly higher version number) still available in launchpad: http://launchpadlibrarian.net/24406903/firefox-dom-inspector_1.5.dfsg%2B1.5.0.15~prepatch080614l-0ubuntu1_i386.deb
Maybe you can use that one?

Dor the tar.gz version: You would have to compile your own program from that. This is not very complicated, but you might run into the problem that some of the required tools and prerequisites are no more available for your end-of-life dapper version.

I cannot remember the details any more, sorry.

I probably went from
https://launchpad.net/ubuntu/+source/firefox
via the link 'View full publishing history ' in the top right corner to
https://launchpad.net/ubuntu/+source/firefox/+publishinghistory
and searched for the newest version for Ubuntu dapper
found https://launchpad.net/ubuntu/+source/firefox/1.5.dfsg+1.5.0.15~prepatch080614l-0ubuntu1
(on one of the last pages) clicked on the 'i386' link on the right side below 'Builds: Dapper' and ended up on
https://launchpad.net/~ubuntu-mozilla-security/+archive/ubuntu/ppa/+build/920501

Why is this still relevant? Ubuntu dapper is no more supported.

Note: As far as I know, this package can only be used with the firefox version with the identical number as the DOM inspector package (which is available form on the same page).
