Just type it in the URL bar. There's nothing special bout that site. Works in safari for me.

The link displays Tibetan Wikipedia, although the .bo domain is Bolivia. Maybe try view -> character encoding, east-asiatic or something.

thanks for the hint, the fonts were missing. for tibetan:
  sudo wajig install ttf-dzongkha ttf-tmuni

for indian, like malayam:
  sudo wajig install ttf-indic-fonts
