Is this on Firefox? If Firefox doesn't show you any menu bar, you can click on the Firefox 'drop-down button' on the uppermost-left of the screen, choose 'Preferences' -> Menu Bar.

If you're talking about Unity's menu bar, try resetting it from the Terminal:

unity --reset
