You need to uncompress it. Currently, I simply made a desktop launcher to the file "firefox" to launch it. I didn't need to really install it to test it.

Why not use the mozilla ppa. It has 4.0b13 which is newer than your file. You can run:

sudo add-apt-repository ppa:ubuntu-mozilla-daily/ppa; sudo apt-get update; sudo apt-get install firefox-4.0; sudo ppa-purge ppa:ubuntu-mozilla-daily/ppa

And it will install then remove the PPA and install the browser in between.If you KEEP the ppa and don't purge it you will upgrade firefox 3.whatever to a beta version as well. Your choice.

if you're using the gnome desktop, firefox is available in the software center. installing it from there will automatically install the program for you.

You can't use the latest version of Internet Explorer on Ubuntu, even if you are using Wine. (The Terms of Use forbids it)
