Hi

new to this i have lost the control panel ..from where i can access
applications .places, system .started up pc found there was no panel as
appeared a few times during reboots but does not operate or does not appear
at all

This will set your panels to default:
gconftool --recursive-unset /apps/panel && killall gnome-panel

If instead of setting the panels to the default you want to revert to your previous panels, run just the following in Terminal (accessed via Alt-F2):

killall gnome-panel

Don't know why, but it works for me.
