KDE installation woes

How can I install KDE on Ubuntu 9.10? It is not installed, permission issues due to Ubuntu's #$%@% method of handling root/su yet insists it is installed and will not allow installation. Does not show up in installed software to remove, though the .kde directory exists, had root permissions (of course) - not allowing read or write access to finish install or to run the desktop when trying to log in. (I've changed owner on all files and directories under .kde to my normal login and made sure I have read and write permission for files and directories already)
Removing all traces and finding a way around the standard root permission install would probably be best, but any solution at this point will work, I just want to run some kde stuff.

After some more forceful beating on the system I can run some of the apps. Not KDE but that wasn't the ultimate goal. I'll keep looking for solutions to the apps I can't get running in Gnome.
