Is this a CD with Windows drivers? You shouldn't have to install any drivers at all, and Windows software doesn't normally run on Ubuntu. Have you tried just using the webcam in Ubuntu, using Ekiga or another webcam application from the repositories?

Yes it works with Ekiga and Chesse but the Skype won't connect with others. I can only see myself

I don't know much about Skype, but if your webcam works with Ekiga and Cheese, then there is no reason to install anything more for your webcam, as far as I can see. Perhaps Skype uses some ports you need to open in your router or something? Different question though.
