Do you absolutely HAVE to use Firefox 3.0.1 or will 3.0 be adequate?
Version 3.0 is in the Ubuntu repositories, 3.0.1 has not arrived there yet but will soon, no doubt.

Updating manually, which is what you would have to do to get 3.0.1, is trickier.

To get 3.0 open a terminal window and try

sudo apt-get install firefox

Or if an older version of firefox is already present

sudo apt-get update
sudo apt-get upgrade

I wouldn't recommend jumping ahead in the versions outside the repositories unless you REALLY need to.

I recommend doing this in the terminal:
sudo firefox

Then go to the Help section in the menubar and select "Check for updates". After it's done updating, close Firefox and start it normally.

Are you currently running Firefox 3.0 that has been installed with Synaptic (the tool under System->Administration) already? Then please wait for the update to arrive.

Ok, there seems to be some confusion.

You cannot run .exe files in Ubuntu/Linux generally, since these are Windows executable files.
(There are ways to get these running but that's a bit more advanced than I think you want to go for now).

Are you able now to run Firefox? (This was your original issue)

Are you able to run Synaptic (System menu, Administration)?
Synaptic is the application that you use in Ubuntu to install the software you want to use.
Just run a search within Synaptic and select the software which automatically gets installed.
