distributed versions are minimaly 6x weeks old

... your development version is already stable and so on...

The versions in stable releases of Ubuntu will not be updated, unless there are backports (see https://help.ubuntu.com/community/UbuntuBackports). The version in development release of Ubuntu (lucid) is 3.3.0.1 which is the newest available as of now (3.3.1 is advertised but not available for download yet).
