file's wrong upstream connection was removed -- should a correct one be added?

The file source package in Ubuntu (https://launchpad.net/ubuntu/+source/file) had recently listed file-browser-applet (https://launchpad.net/file-browser-applet) as the upstream project (https://askubuntu.com/q/951773). This was incorrect--they are entirely unrelated--and the connection has been removed (https://askubuntu.com/a/951794).

In light of this, I have removed the same wrong upstream connection from https://launchpad.net/ubuntu/zesty/+source/file, https://launchpad.net/ubuntu/yakkety/+source/file, https://launchpad.net/ubuntu/xenial/+source/file, https://launchpad.net/debian/jessie/+source/file, https://launchpad.net/ubuntu/wily/+source/file, https://launchpad.net/ubuntu/vivid/+source/file, https://launchpad.net/debian/sid/+source/file, and https://launchpad.net/ubuntu/utopic/+source/file.

Should anything further be done? Right now, file in Ubuntu has no upstream connection listed, which is probably fine, but is there a more ideal solution? Since any user may set an upstream connection, it seems likely an incorrect one may eventually be set again. Does the maintainer have a preference here? (Should I do anything to contact the maintainer about this, aside from posting this question?) Is this a case where https://launchpad.net/~registry ought to create a placeholder project?

In case it's relevant, the official upstream website for file is http://www.darwinsys.com/file/, the official bug tracker is http://bugs.gw.com/ (though it is currently inaccessible), and https://github.com/file/file exists as a "read-only mirror of the project's internal CVS repository on github" but bugs and patches are not accepted there.

Launchpad developers should probably disable this feature or restrict it. I often find myself removing wrong connections as well.

Report a bug in what project or package, and about what?

Should I have instead asked *this* question by writing a bug report? If so, I could convert the question to a bug report against the file source package in Ubuntu. Is that what I should do?

Or are you talking about the peripheral matter (which Adolfo Jayme mentions) that Launchpad might make it too easy for anyone to add upstream connections? I could report that as a bug in Launchpad itself, though it wouldn't address the question of whether or not anything further should be done for the file package specifically.
