Incorrect display of file names with Cyrillic characters in the archive.

I received the archive file today from government agencies. When you open or unzip it, you can see the incorrect display of file names with Cyrillic characters in the archive. When opening this archive in Windows and Android, the file names are displayed correctly. File-roller version 3.42.0-1, system language is Russian. Is this a file-roller bug?
