How are programs installed with Ubuntu? I know I'm a -umb-ss,OK?

I am the quintessential newbie with Ubuntu and Linux. I have several new programs sitting in my Downloads
Area.No matter what I try I can't open the folder. Help?

Totally confused about this process. Forgive me,but I cam froma Windows background and I need a parallel to Windows Add/Remove . Maybe I dos not understand because if come for an executable [EXE] world.

I'm really trying here, believe it or not....
