how do I install noip linix for dynamic ip

I am seeking to put up a web service up but my IP address moves so I downloaded noip for a consistant ip static address but I never loaded a file into this or any Ubuntu os linix system before so how do i Do it?

No-ip doesn't give you a static IP address, what it does it it gives you a "dynamic domain name", which basically means a domain name that points to your dynamic IP. Your IP will still change, but your domain name will change to follow it, which allows you to give the domain name to people to use instead of an IP address (in most cases).

You may wish to consider an alternate service, such as easyDNS (https://members.easydns.com/) or DHS (http://www.dhs.org/), which can be updated via the software in the "ez-ipupdate" package, or DynDNS (http://www.dyndns.com/) which can be updated via the software in the "ddclient" package. Both of these can be found in the "Community maintained (Universe)" repositories, which can be enabled following the instructions at http://monkeyblog.org/ubuntu/installing/#enabling_extra_repositories and which can then be installed by following the instructions at http://monkeyblog.org/ubuntu/installing/#installing_with_synaptic .

If you REALLY want to install the no-ip client, the instructions at http://monkeyblog.org/ubuntu/installing/#source appear to be what you want. (You'll need to use something known as the "Terminal".)

The no-ip client is also packaged (as "no-ip" in the universe component). It can be installed like any other package from the package manager of your choice.
