压缩包里中文文件名乱码

是在verycd下载的音乐，估计都是在win下制作的压缩包，之前在ubuntu9.10没有这样的问题，昨天升级到10.04之后发现打开那些压缩包就出现乱码了，搜了方法，说在/etc/environment 加入参数，试过了，没有用……请问有什么解决方法？或者，这是个bug？

Chinese filenames in the rar files which are compressed on win platform are unrecognizable. I guess it's the problem on the conversion between GBK and UTF-8.
PS, I'm using en locale.
