start a reply either with or without quotes

Hello, I would like to choose whether to add quotes to a reply or not to add them.
In Thunderbird, there's an option to add quotes when they are disabled by default, I didn't find one like it here.

Evolution mail does not do exactly that. You can configure Evolution to always quote a message when replying;

Choose Edit > Preferences
Choose Composer Preferrences
Set the Reply Style to Quote original message

Now you control what is quoted when you reply to a message by selecting the desired text first.
Select the text you wish to reply to
Choose Reply (or ctrl-r)

You can unquote text too:
Select the text
Choose Format > Decrease indent (or ctrl+[)

The Forward As submenu of the Message menu will let you choose how the message is quoted, but it will not fill in the email address.
