ubuntu won't read windows files

I have set up ntfs to read my dual boot windows files and installed wine. But when I open a windows file I get a scramble of nonsense or an ASCII dialog window and then a scramble.

Ubuntu Does not run EXE files. Yes it is possible to run EXE file type with wine to run a limited number of files. not all.
I suggest you to use native Applications.
