cannot send mail- could not connect to localhost

I am attempting to set up a localhost only system. The email is formated by Evolution and sent to a file on my computer - it is not actually sent to the internet by Evolution. My Sending Email properties are:

                  Server Type: SMTP
                   Server : localhost Port: 25
                   Server requires authorization is unchecked
                   Use Secure Connection: No encryption

Here is the error I get when I attempt to send an email:

         The reported error was "Could not connect to localhost: TCP connection reset by peer".

This is being done on the following:
                       Raspberry Pi computer running Raspbian OS and Evolution eMail software

I also get a similar error when I run IceDove. I have also researched the error and other ways on the web with no happiness.

Any help or suggestions would be appreciated.
