Is it possible to make or set evolution up so each email account is in individual folders? like outlook or thunbird does?

This is the default IMAP behavior. Each IMAP account will show up as a separate listing.

I am not sure about POP access.

One way to do this would be setting up a message filter so that all incoming mail from address b goes into folder b. It would be in the Edit>Message Filters menu. Very easy to set up.
