cannot find grub customizer

I am trying to bring up the grub customizer to display the low latency, generic latency and real time latency kernels in order to choose which one to use. I am using the cntrl+alt+t command but keep receiving errors that the system is locked, thankyou, any input would be helpful.

Run:

sudo fuser -vki /var/lib/dpkg/lock;sudo dpkg --configure -a

Select to kill the process
