saved pdf downloads not accurate

When I open a pdf file on the internet, everything works well. If I download and save the file, pictures disappear and tables are different from the original.

I opened the file with document viewer. To save the file, it went to downloads.

I played with it some more,
If I open the file with document viewer, all is good.
I saved the file to downloads, and it is good.
I moved the file to documents. If I access the file from its folder while I am in libreoffice writer, the file is not accurate (tables and photos).
If, however, I access the file from my home folder on the launchpad, all is well.

Try xpdf. Is it the same?
