insert comments

Is possible to insert comments in a PDF file with evince? is it possible with another program? (I know is possible with Preview.app in OSX).

Evince is a document viewer. I use pdfedit, which is installable via Synaptic. I have also used Scribus, though it does far more than edit PDFs.
