want to change title name in file

not getting any option to change title name in file.

are you talking about changing the file name? To change the file name right click the file and click on rename or properties.

File name can be changed. But I want to change title name which cannot be changed in properties. I am using ubuntu system.

You must be talking about an mp3 or audio file.
to edit an audio file title you need to use the ubuntu software center and install

easytag and/or audio tag tool.
with one of those apps open the folder where the audio file lives and you can then edit its title.
