how do you change the permissions to be able to write on a document

downloaded a application trying to fill it out so I can print it out someone answered another question say you could go and change the permissions how do I do that

If you are trying to fill a pdf form you can install acroread package in ubuntu you must enable the partner repository using update-manager properties

If you are trying to fill in an official document online it is possible to save a copy of it.
