how to add a saved picture to a scanned pdf file

I took pictures with a digital camera at work, saved one of them to my folder.
i scanned-to-email an 8" x 11" poster i made on the computer as pdf, leaving a blank spot in the middle for the picture to go.
i opened the pdf file, but cannot find a way in the available menu to insert the saved picture.
i then tried to scan-to-email the poster as tiff, but can't seem to find a way with that file either.
how can i insert the saved picture from my folder into a scanned document? (all this is at my work)

Pdf are not made to edit and easy change internal contents...
Under Ubuntu to directly edit pdf contents you can use Pdf Editor.

But i strongly suggest you to save your scanned image into a graphic format such as png or jpeg
And use some real graphic software as:

Gimp
Inkscape
Scribus
Xara Xtreme

to manage and compose your graphic work, then if you strictly need pdf you can easy convert it to this format, for example using OpenOffice, import your graphic file and save as pdf.

To install them all please open a Terminal from the menu Applications->Accessories->Terminal and type:

sudo apt-get update
sudo apt-get upgrade
sudo apt-get install gimp inkscape scribus xaralx pdfedit

give your user password when requested, you don't see nothing when you type it, then press enter.

I opened up the scanned poster (tif) in Gimp, but don't know what to do from here. I thought it would be simple... like, 'insert' picture from file, chose your photo, and voila!, it's there. But i am completely unfamiliar with Gimp.

From Gimp
1) open first image leave it opened
2) open second image and from menu:
Select->All
Edit -> copy
return to the first image Select -> Paste
press ctrl+(lower L) to view levels the background and pasted image
