Upgrade of Emoslib and GribAPI

Hi,

I would like to recommend to update Emoslib to version 382 and Grib_API to version 1.9.9.
Any maintainer should know that the latest Emoslib should be linked(!) with Grib_API and GribAPI has a libtool version for shared libraries.

Ideally any changes needed to compile should be reported back to us to help us improve these two packages.

Please update. We currently have to advice users NOT to use these packages on Ubuntu and it would be nice not to do so (see my previous comment).

If you log a bug stating the reasons why it should be included, it may be fast tracked if there are significant reasons. You may be able to find a PPA using this link:
