Will Emacs 27 be available directly on Ubuntu?

The Emacs package available on Ubuntu "focal" is 26.x. Emacs has bumped to 27.x in August 2020, with a few key improvements.

Will the package be updated in the main Ubuntu repository ( https://packages.ubuntu.com/source/focal/emacs ) and when?

There are several PPAs available with various versions of emacs, I am sure that there are some with emacs 27 for focal.
