how do I dial from pc to landline in Australia

I try and dial a phone number and all I get is an engaged signal. I don't get a dial tone to start with so I think I'm doing something wrong or it is not set up for Australia.

I'd like a little more information, please. Are you trying to dial from your pc to a normal telephone, dial up to an internet provider or something else?
Or to put it another way, what's the end goal you had in mind; what do you want to do?

Allen,
When you're dialling to the landline, do you want the person at the other end to pick up and have a voice conversation or for another PC to pick up and start a data connection?
Have you tried dialing the number just using a normal phone? And finally, are you dialling for work, where international calls may be barred?

We'll get there eventually!

Yes I want the person at the other end to pick up for voice conversation and
video calls when possible (distant future) as I find other methods very
effective in data transmission.

The number I'm dilling is within the State I'm dilling from, that is it is
not an international call and the phone line is a Home line in both cases,
though I would like to make international calls when the system is working.

I like your optimism and thank you for your assistance.

Hi Allen,
First thing to check is that you have turned off all features on the land line you are calling from.

Message bank 101 is the most common issue - you will need to dial 101 and retrieve any messages to go back to the "proper" dial tone.

Call Waiting is the next most common issue I have encountered...

To turn on (and off) Call Waiting, simply:
   1. dial 1# on your home phone
   2. say 'Turn on Call Waiting' into your phone
   3. wait for the 1# Feature Assistant to confirm your request.

Oh no! Another "more info" request! I know what you're thinking - "Will this guy never stop asking and just fix it?!" :-)
Let's make it easy and give the questions numbers so you can work out what is a question and where I'm just waffling!

1 - Are you using any software to make the call or just dialling out to a number using a modem?
If a computer dials direct to a phone number, it can only be picked up by another computer (modem) or fax machine.

2 - Do you usually dial the number of an ISP to get connected to the internet on this computer?
In this case there are a number of services that can be used (often free) to do voice calls.
