  * Use GCC49 toolchain for all architectures; the ARMGCC toolchain has
    been dropped upstream.
  * Supersede debian/patches/arm64-no-expensive-optimizations.patch
    with debian/patches/arm64-mstrict-align.patch.  Closes LP: #1489460.
