The temporary workaround is an edit made to /etc/init.d/ebtables. Id.

Another workaround has also been posted. https://github.com/Microsoft/WSL/issues/1761#issuecomment-392578042.

You can also simply mark ebtables to hold in apt. https://github.com/Microsoft/WSL/issues/1761#issuecomment-392608892
