In raring packages the DVDStyler 2.3.4 version listed: http://packages.ubuntu.com/source/raring/dvdstyler
But there is already 2.4.1 version available on the official site: http://www.dvdstyler.org/

Is it possible to update package for Ubuntu 13.04 while the distribution is not released yet?

I created a bug report for you. In the future, that is what you should use when requesting a package to be updated in Ubuntu development version.
