When is the 24.04 archive going to get .net 10

If you report a bug and the bug fixes and security remediations are significant then the package will be updated sooner rather than later.

Should I submit a bug report that the package isn't in the repo? .net 8 and
.net 9 are there but 10 isn't.

My interpretation of the text in the Ubuntu documentation is that it should have been made available in the Dotnet Backports PPA.
You should consider contacting someone of the team responsible for that PPA. see https://launchpad.net/~dotnet/+archive/ubuntu/backports

Remark: As far as I can see there is a snap version available, see https://snapcraft.io/dotnet and https://documentation.ubuntu.com/ubuntu-for-developers/howto/dotnet-setup/#installing-net-with-the-dotnet-snap
(also there some parts of the documentation do not reflect version 10 yet)
