docker-ce and docker-ce-cli for 19.03.11 for s390x for Xenial and Bionic

Could anyone please provide us docker-ce and docker-ce-cli 19.03.11 version for s390x platform for xenial and bionic.

https://mirrors.xtom.nl/docker-ce/linux/ubuntu/dists/xenial/pool/stable/s390x/docker-ce_18.06.3~ce~3-0~ubuntu_s390x.deb for 18.06.3.

containerd_1.2.13 is available in https://mirrors.xtom.nl/ubuntu-ports/pool/universe/c/containerd/.

Could anyone please build version 19.03.11 on s390x platform or point to some url where it is available.

There seems to be some misunderstanding. This is the question area for Ubuntu's docker.io package, and not for docker-ce and docker-ce-cli

docker-ce and docker-ce-cli are not contained in the Ubuntu repositories, but come from somewhere else, probably https://download.docker.com/linux/ubuntu or a mirror of that.

You probably better ask at https://forums.docker.com/

What you can try is using the snap package from canonical, see https://snapcraft.io/docker which is available as version 19.03.11 for s390x architecture.
