upgrade to ditaa 0.11.0?

It looks like ditaa's development has moved to GitHub. The release 0.11.0 also features rendering to SVG (vectpr graphics, previously the only output format possible were PNG raster images). This (latest) release was in January 2018, so I suppose it might be warranted bump the packaged version from 0.10.0 to 0.11.0.

Ubuntu is taking over software from Debian (to avoid douible packaging work), and as far as I can see on https://packages.debian.org/ditaa Debian also has only ditaa version 0.10.

If you see the need to have higher versions of ditaa in Ubuntu, the first step must be to create a bug report in Debian to request that they upgrade their version.
