Adding a double border

Looking at the option of DECORATE > ADD BORDER I notice that there appears to bea window for both "first border" and "second border"
The Second Border option however appears to be currently inoperable.
I often like to put a fine Black line around the image and then a White 'mat'.
I can of course do this in two passes ... is there a way to do the two borders in one crack?

The 2 borders don't work for all kind of border templates (e.g. not for beveled border), it works for Niepce and the Decorative type.

Can you help with this problem?
