Raw Images are Dark in Editor

I am having a problem with the "Raw Image" and "Color Management" settings.
My Raw images look fine in the Album but become almost black when I put them into the Editor.
It appears that the 'preview' images are in 8 bit format and the problem occurs when I specify 16 bit decoding in the Raw Image config.
How do I get the raw previews to correctly display and in 16 bit mode?
Some advice would be appreciated.
