How to start with bug fixing

Hello,
 I want to start working on this package. I am interested in fixing the bugs in the package. Should I directly download the source code and start working on it or are there any intemediate steps also involved. I would be very thankful if anyone can guide me as I am new to this.

diffutils is a package that was originally delivered by the GNU project.
So there are two possibilities:
1. The bug is in a part of the source that is common for the GNU original and the Ubuntu version
2. The bug is in some modification that was made for Ubuntu.

Unless it is something in the Ubuntu-private additions, modifications should be proposed to the upstream source.
