Deluge bit torrent client won't open

I attempted to install Deluge bit torrent through Deluge's PPA via the commands:
'sudo add-apt-repository ppa:deluge-team/ppa'
which worked without reading any errors

then executed,
'sudo apt update && sudo apt install deluge'

after it ran through targets, I got 2 error messages reading:

- E: Could not get lock /var/lib/dpkg/lock - open
(11: Resource temporarily unavailable)
- E: Unable to lock the administration directory
 (/var/lib/dpkg/), is another process using it?

It seems like it has picked up the packages and stored them on my computer, because when I try to open Deluge Bit torrent in apps, the deluge icon appears on my launcher, however it won't open any windows, and I have to close it. I also tried running the same install command while the icon was visible in my launcher, and that still didn't fix the errors.
