You are not supposed to use bittorrent over tor. The tor network is not capable of handling the amount of bandwidth that would be used if people used it with torrenting. If you want to encrypt sessions there is an option in Deluge to do that. I think it's enabled by default. Otherwise, check the settings.

Ok, is any proxy for Deluge that I can use it? Deluge has proxy tab in settings window.

The tab is to add a proxy that you have access to. Either one you have set up or are paying for. If there are still free proxies out there, they are very hard to find. I've never found any.
