Decibel Audio Player 1.01 has been out since Sep 09 and I'd like to know, when it will be added to the karmic koala repos.

After a release, the version of all packages stays constant for the entire 6 months. The new version will be released with Lucid Lynx in April. If you want 1.01 in Karmic, you can request a backport, see https://help.ubuntu.com/community/UbuntuBackports for a guide.
