How to use DB entries created by debconf-set-selections

When I enhance my debconf data base with debconf-set-selections, dpkg-reconfigure doesn't recognize these settings.
apt-get install uses these settings. It creates the configuration files according to these settings.
Are there other ways to use these settings than apt-get purge package&&apt-get install package?

http://www.debianhelp.org/node/11008 explains the behavior of dpkg-reconfigure.
However using debconf database for preseeding of an installation AND for changing the settings of an existing system would be sexy.
