Is there a way I can get this on Ubuntu 15.04 without compiling?

./configure worked without an issue, however when running "make" it came up with this error http://pastebin.com/4uNvdxix

Is there a way to get this on 15.04 officially?

I do not see an official way, but here might be a workaround.

According to https://launchpad.net/ubuntu/+source/ddccontrol/0.4.2-11ubuntu1 the package that currently is in wily-proposed has been built on vivid. So I assume it should be (manually) installable in 15.04.
