Ubuntu artful: attach-modal-dialogs does not work.

Ubuntu artful: attach-modal-dialogs does not work.
I opened a bug against tweak tool https://bugs.launchpad.net/ubuntu/+source/gnome-tweak-tool/+bug/1717530 but I see that attach-modal-dialogs does not work also setting the option in dconf editor so I imagine I should open the bug against some other component. May You suggest how to open this new bug? Thanks.

attach-modal-dialogs is an option I can specify in gnome tweaks or in dconf editor
