which package has source code for gsettings executable

Title says it all -- which package contains the source code that generates /usr/bin/gsettings?

In general, is there a search tool that I'm unaware of that will answer this kind of question?

libglib2.0-bin provides the /usr/bin/gsettings file, so you just need the source package for that package, you can get it with:

sudo apt-get source libglib2.0-bin

Don't think it would have occurred to me to look in a 'lib' package for an executable...

I ran:

dpkg -S gsettings | grep bin

To show the package it was in, then then apt-get command is easy

BTW -- "actionparsnip" would be a good name for a rock band...
