To provide a little more information; Ubuntu does not generally do package version updates in stable releases. The accepted way of getting a package update is either to move to a newer release, or to use a PPA. The command actionparsnip gave will add a suitable PPA which contains the cvxopt package at at least the version you asked for, and then update your system to use it.
