cannot add printer in kde

I just started to try and add a printer to my system. I am under dappper with kde. I have editted my /etc/hosts file. I have added a printer system actions to my menu. When I click on add printer the kaddprinterwizard says it cannot retrieve the list of printers and suggests CUPS is not running. According to system services, cups is up and running. I have tried uninstalling and reinstalling cups to be sure. Any suggestions?

Wow, you are still using Dapper Drake! Are your machine specs high enough to upgrade to Hardy Heron? Cpu 700MHz, 512Mb ram, 15Gb hard-drive space (or more) If so then i can show you a trick for upgrading :)
