print setup issues

I'm trying to access an office network printer in Lucid. This is the first time I'm trying to set up a printer. I go to System -> Administration -> Printing. No printers are detected, and it's showing localhost as the server. When I run the Help -> Troubleshooting option from the print setup window, it tells me that "the CUPS print spooler doesn't appear to be running. To correct this, choose System -> Administration -> Services from the main menu and look for the 'cups' service."

I don't have a Services option under my Administration menu. I've checked the menu editor to make sure it isn't an available but turned-off option, but it's not - it just doesn't exist, under any of the menus.

What do I need to do to get this up and running?

Thanks, but that's completely not helpful. It's the same instructions that were listed in the help file, which I already stated I cannot do. No printers are detected, and the New -> Printer option is greyed out and unavailable. At that point, I consulted the troubleshooter and ran into the CUPS issue I asked about in my initial message. What I need to know is how to access the System -> Administration -> Services option when it's not available in any of my menus.

I think your problem might be you aren't in the "admin" group: The first user that is created by ubuntu has the right to install new software, to change the printers and do this kind of stuff. And this user is the only one that can add others to the "admin" group of your system.
