Aaron, this is intended, to not break full-bleed jobs and to get the best even in case the PPD has wrong margin info. I know that it breaks the CUPS test page, but one should not use the CUPS test page in a PDF printing workflow anyway. Use the Ubuntu test page /usr/share/system-config-printer/testpage-a4.ps instead.
